To travel abroad, each child requires a separate passport
The state Duma adopted in the first reading a bill to cancel the records of children in the passports of parents.
The state Duma at the plenary session on March 12 supported in the first reading a bill that cancels the ability to enter information about children under 14 years in the passport of parents. The initiative came from the Russian government in January of this year. It is expected that the innovation will come into force from 2027, and to travel abroad each child will need to issue a separate passport.
As indicated in the explanatory note to the draft law “On Amendments to Article 8 of the Federal Law “On the Procedure for Departure from the Russian Federation and Entry into the Russian Federation”, the current opportunity to enter data on children in five-year old passports is practically not used. According to the statistics of the Ministry of Internal Affairs, over the past five years in Russia no more than 2.5 thousand people a year applied for such an application - this is only 0.43% of the total number of applications for passports for children under 14 years.
The Russian Foreign Ministry also confirmed the low popularity of the service: from 2020 to 2024, records of children were made only in 1,343 new passports and an additional 305 already existing documents. Thus, practice has shown that this service is not relevant for most citizens.
In addition, the presence of a child in the parent’s passport does not guarantee the right to travel abroad without a personal document. Many countries, even in the presence of international treaties, refuse entry to minors without their own passport.
Another factor is technical: the ability to enter data about children is only in old-style passports (for a period of 5 years), while in biometric (ten-year) passports such an option is not provided.
The bill proposes to completely remove records of children from all types of passports proving identity abroad: ordinary passports, diplomatic and service. For this purpose, it is planned to amend the relevant resolutions of the Government of the Russian Federation.
