The expert spoke about plans for the development of tourism in Crimea

The Republic of Crimea can become a region where a pilot project of public-private partnership (PPP) in tourism will be launched, since it is necessary to start with bright pilot projects that are doomed to success, Pavel Seleznev, Chairman of the Board of the PPP Development Center, said on Saturday.

Speaking at the Gaidar Forum, the expert said that PPP is currently developing best in such industries as medicine, housing and communal services and transport, and the tourism sector is still the most underdeveloped in this regard.

“In tourism, there are very few operators (developers) who can attract financing, including a state bank. PPP is a symbiosis of state order and rental schemes, the ultimate goal of which is the provision of qualified services. The tourism sector is still the most underdeveloped in the field of PPP. We very much hope that the authorized body will be determined in terms of tourism, and we very much hope that it will be Rostourism, Seleznev explained.

According to him, it is necessary that Rosturizm addressed to the PPP center took the initiative to provide a real investor for a pilot project, to roll back the necessary procedures, and then show the industry that in addition to the mechanism of the federal target program (FTP) there is another mechanism.

The region where the PPP pilot project will be launched could be Crimea. You need to start with bright pilot projects that are doomed to success. It is not necessary to take any space projects, but only those that can be implemented, the expert said.

He believes that the FTP for tourism uses an incorrect interpretation of PPP, so it needs to be changed, otherwise it misleads investors.

“We believe that each department should have its own PPP program, which identifies specific objects and projects, so that money is pledged under them in advance,” the speaker added.
