The Ministry of Finance called for the introduction of hotel fees for tourists
The Ministry of Finance of Russia included in the draft amendments to the Tax Code a new tax on tourists - "hotel fee".
The decision to introduce such a fee will be made by local authorities. At the same time, the fee rate will not exceed 100 rubles per person, and it will replace the notorious “resort fee”.
Experts criticize the initiative - the hotel business of Russia competes with the "gray" private segment, foreign online booking systems, with foreign offers, and new versions of new taxes and fees from tourists with the idea of developing domestic tourism cannot be combined.
The explanatory note of the Ministry of Finance noted that the initiative is aimed at creating additional revenue sources in local budgets. The rate of collection will be determined by municipal or federal authorities, no more than 100 rubles per person.
“The hotel fee will be prescribed in chapter 33.1 of the NC. It will replace the non-tax payment, the resort fee, which is currently operating as an experiment in the territories of four constituent entities of the Russian Federation. The payers of the hotel fee will no longer be individuals, but organizations and individual entrepreneurs that own temporary accommodation facilities, said G. Mokhov, head of the PCT legal commission.
From the point of view of the expert, the Ministry of Finance wants to replenish local budgets. “However, it is the local authorities who will decide on the introduction of the hotel fee. The introduction of this fee is planned from 1 January 2023.”
Tourists are against the introduction of such a fee, as any additional tax will reduce the competitiveness of domestic hotels and destinations, especially in comparison with attractive foreign countries.
