Barcelona authorities say the number of victims may not be final, the incident has already been classified as a terrorist attack, and the Islamic State group (banned in Russia and many other countries) takes responsibility for the incident.
On suspicion of committing this crime, a Moroccan and a resident of Melilla, a Spanish enclave in North Africa, have already been detained. But none of them was the driver of the minivan, he fled, the police are searching for him.
The attack was the bloodiest in Spain since March 2004, when Islamic militants planted bombs on commuter trains in the capital, Madrid.
