Will Russians have to pay tax when traveling abroad, like Japan?
The Association of Entrepreneurs for the Development of Business Patriotism “Avanti” proposed to collect 500 rubles from each citizen of the country and a foreigner traveling outside Russia.
According to the public, the collected funds will be enough to modernize the tourism industry of Russia. Perhaps, Avanti takes the experience of the Japanese, who since 2019 collect from all tourists leaving the islands, a tax of $ 9 (1 thousand Japanese yen or about 500 rubles).
In Japan, from January 7, the fee is paid by tourists who leave Japan and the Japanese themselves who go abroad. The tax is included in the price of plane or cruise ship tickets along with other fees.
The tax exempts children under two years of age, transit passengers who leave Japan within the first 24 hours of entry, and people who “came into the country due to extraordinary circumstances.” The money raised will go towards a tourism project to support infrastructure ahead of the 2020 Tokyo Summer Olympics.
Financial support to the tourism sector of the country from the Russian budget for the next seven years will amount to approximately 422.2 billion rubles. The implementation of the initiative proposed by our association can bring an additional about 35 billion rubles a year, which will ensure the successful implementation of the Federal Target Program “Development of domestic and inbound tourism in the Russian Federation (2019-2025),” the document, which was sent to the State Duma, the Federation Council and Rostourism, says.
The tourism industry may find this initiative absurd, but the authorities may well accept it. For example, in 2018, a resort fee was introduced at many domestic resorts, against which the tourist business was against, but the authorities did not take into account his position.
Experts believe that new taxes are not needed from the position of replenishing the budget, which is considered surplus - but the government instead of investing in the economy of its country (including the tourism industry) invests in support of the dollar's liquidity.
