Hostels banned in apartments since October

The law on the ban on accommodation of hotels and hostels in residential buildings came into force on Tuesday, October 1.

The document was published on the official Internet portal of legal information.

On April 15, Russian President Vladimir Putin signed the law “On Amendments to Article 17 of the Housing Code of the Russian Federation”. Under the new rules, it is forbidden to use residential premises - apartments and private houses - as hotels. The adoption of the law was provoked by numerous violations on the part of the owners - non-compliance by the owners of the premises with the requirements for noise insulation, cleanliness, and other conditions.

The authors of the document are more than 30 deputies headed by Galina Khovanskaya, chairman of the Duma Committee on Housing Policy. Their proposal is to make appropriate amendments to the Housing Code, which will specify that residential premises in an apartment building cannot be used to provide hotel services or temporary accommodation services for unauthorized persons.

In explanatory materials to the bill, it is noted that in general, homeowners have the right to dispose of real estate at their discretion, but only when their actions do not violate the interests of other persons.

Accommodation of hostels in residential buildings, according to the authors of the legislative initiative, does not meet this requirement: in apartment buildings, mini-hotels are next to ordinary apartments.
