From June 1, German visa centers in Russia will begin accepting visas

Representations Germany applications for Schengen visas will be accepted in Russia from June 1, but travel for tourist purposes is not yet possible.

The German Embassy in Moscow informs: "... from 1 June 2021, German foreign missions in Russia offer applicants who do not belong to the categories of persons subject to exemptions the possibility of applying for Schengen visas. The acquisition of such visas does not imply the possibility of immediate entry into Germany, subject to continuing restrictions.”

As noted in the diplomatic mission, the opportunity to issue a Schengen will allow at the time of lifting a number of restrictions or their complete abolition to have a valid visa, with which you can later travel.

To apply for a Schengen visa to Germany, the previous visa must be issued by one of the German foreign missions for a period of at least two years, and its validity expired no earlier than April 1, 2020.

“The purpose of the trip should not be tourism,” the embassy said.

Now you can enter Germany with a residence permit, citizens of the republic, their relatives, and for business purposes.
