Tourists do not want to pay the resort fee
In the Krasnodar Territory, some tourists do not want to pay the resort fee, the Association of Tour Operators of Russia reports.
Travelers are trying to make the following arguments: they have already paid for a ticket from which the accommodation facility will deduct taxes; an all-inclusive ride frees you from additional costs.
The fee is equal to 10 rubles / person per day and must be paid upon arrival at the hotel. Penalties for non-payment are from 500 to 2 thousand rubles. Some hotels are going to include the cost of administration of the resort fee in the cost of accommodation for the next season.
The introduction of the resort fee to the Krasnodar Territory immediately after the World Cup-18 was accompanied by threats: for non-payment of the new “tax” fines are offered: tourists from 500 rubles to 2 thousand rubles, hotels and sanatoriums - from 5 thousand to 15 thousand rubles.
This approach can be evaluated at the end of the year, but the possibility of collecting such a fine raises questions: when guests refuse to pay, then hotels, worried about their reputation, do not want to “hand over” such guests to the authorities, and they leave without paying the “tax”. To take payment in advance, when settling tourists, hotels can not because of the legislation.
The resort camp in the Krasnodar Territory was introduced after the end of the World Cup. An additional tax is taken in eight territories of the region - in Sochi, Anapa, Gelendzhik, Hot Key and in the settlements of the Tuapse district - Shepsinsky, Novomikhaylovsk, Nebug and Dzhubga. The amount of the “recreation tax” is 10 rubles per day, while the fee will be charged by hotels, holiday homes and sanatoriums that want to report to the local authorities. They expect that tourists will bring 70 million rubles to the regional treasury, they should be sent to improve the resort infrastructure.
The practice of introducing collection raises many questions. A real mechanism for collecting penalties from tourists has not yet been developed.
Experts believe that revenues from the resort fee for the month are 20-25% less than expected by the authorities of the Kuban. Since the beginning of the experiment in Sochi a week on the tourist tax received about 4 million rubles. The reason is a large number of preferential categories, as well as a large number of “gray” recreation sector.
