Approved a single number of emergency services 112, the death toll should be reduced by 7-9%

The response time of operational services to accidents and emergencies will be reduced by 15-25%, and the number of dead and injured by 7-9% due to the introduction of a single call system 112 in Russia, according to the concept of the federal target program “Creation of a system to ensure the call of emergency operational services by a single number 112 in the Russian Federation for 2012-2017”. The Russian government has approved this concept.

In a number of regions of Russia, the implementation of the system-112 was carried out as pilot projects. The study and analysis of the implementation of the system in the Kursk region showed that “as a result of its deployment, the time for a comprehensive operational response of emergency services is reduced by 15-25%, as a result of which the number of dead, injured and the total amount of damage to the population and territories is reduced by about 7-9%,” the concept says.

“The most important indicator of the effectiveness of emergency response services is their response time. Its reduction directly affects the consequences of an accident or emergency (reducing the number of deaths and victims, as well as reducing overall material damage), the document says.

In accordance with the document, the state customer-coordinator of the Federal Target Program is determined by the EMERCOM of Russia, and the maximum amount of financing from the federal budget can reach almost 23 billion rubles.

According to the document, the “system-112” will provide information interaction including fire protection, police, ambulance, anti-terror service, emergency service of the gas network, emergency response services.

“It remains possible to call one emergency operational service at a separate number. Currently, these numbers are 01, 02, 03 and others, the concept says.
