In the Kaliningrad region will be introduced resort fee

In the Kaliningrad region, a regulatory framework is being prepared for the introduction of a resort fee.

Governor Alikhanov said that tourism is becoming a full-fledged branch of the Kaliningrad economy, but the sector’s contribution is modest: it forms 2% of the region’s GDP, or 9 billion rubles.

The region records an annual increase in revenues from tourism, which is the basis for the introduction of a resort fee in certain municipalities of the region no later than 2022.

The funds will be directed to the development of resort infrastructure, the arrangement of territories for mass recreation of citizens: parks, embankments, squares, beaches.

This year, about 2 million tourists will visit the Kaliningrad region, who will spend at least 4.5 billion rubles. In 2020, 1.2 million tourists visited the Kaliningrad region.

The Ministry of Culture and Tourism of the region reported that the exact size of the resort fee is not established, its volume can be tied to the classification of the place of accommodation (the number of stars at the hotel), or make a fixed amount.

According to the calculations of the Ministry, the amount of the resort fee in the region will depend on the number of days of actual residence of the payer in the accommodation facility, except for the day of arrival.

The resort fee will not apply to those who permanently reside in the region or own residential premises here, as well as a permanent place of work or study.

The adoption of the law of the Kaliningrad region on the resort fee is planned before the end of the year with the introduction of the corresponding fee in 2022. The resort fee will be collected by collective accommodation facilities and sanatorium-resort organizations. The funds will go to the budget of the Kaliningrad region with the subsequent increase in volumes to municipal budgets.
