In some regions of Russia will be introduced resort fee
In some regions of Russia, it is planned to introduce a resort fee. In particular, the fee is going to be charged in the Crimea, Altai, Krasnodar Territory and Stavropol. The Commission on legislative activities under the Government of the Russian Federation approved a bill on the introduction of the resort fee so far in the form of an experiment.
These regions will be able to collect from all guests (and business trips) up to 100 rubles per day. The exception will be preferential categories of citizens - disabled, war veterans, etc., as well as children under 18 years and students. The money will be collected by official accommodation facilities – hotels, sanatoriums, holiday homes, but also private sector owners.
The experiment is designed for 5 years - from January 2018 to December 2022, then it is possible to extend it to the entire territory of the country.
The proposal to introduce a resort fee was made public for the first time at the Presidium of the State Council in August 2016. In September, President Vladimir Putin instructed the Government to amend the legislation accordingly. The intention to introduce a resort fee has caused criticism among the participants of the tourist market, ambiguously met the idea in one of the regions, which is supposed to extend the innovation – Crimea. Rostourism also opposed it.
RST Vice President Yuri Barzykin believes that the practical introduction of the resort fee will be postponed, because the decision-making process is a long procedure. After approval by the Government, the bill should be sent for approval to the regions, then you need to pass 3 readings in the State Duma. Further, the regions mentioned in the document need to adopt their own legislative acts - the laws of the constituent entities of the Russian Federation. According to the expert, the consideration in the State Duma is unlikely to take place at the spring session, rather, only in the fall, and the final passage of the law will take more than a year.
