Russian authorities will return funds to travelers from the personal responsibility fund of tour operators

The money will be returned for the tourist product, if the trip was planned from the beginning of the restrictions provided for by Part 1 of Article 11 of the Law “On the Basics of Tourism Activities in the Russian Federation”, and until June 1, 2020.

The funds will be returned on the basis of a notice “provided no later than April 15 to the Association of tour operators in the field of outbound tourism”.

The tour operator, who has not submitted a notification, transfers the annual contribution for 2020 to the personal liability fund of the tour operator no later than April 15, 2021.

“The support measures are aimed at supporting the business and preventing players from leaving the market. The ability to use money intended for payment in FPO <...> will allow tour operators to have an additional opportunity to manage their own funds, says the head of Rostourism Zarina Doguzova.

3.5 billion rubles were allocated for reimbursement of the costs of tour operators associated with non-refundable air transportation tariffs and the organization of the export of travelers from countries with unfavorable epidemiological conditions.

According to Doguzova, the cost of air travel as part of the tourist product is about 50%, and the subsidy will allow tour operators to compensate for part of the costs and fulfill the maximum obligations to tourists for canceled tours.

" At the same time, some of the tour operators for outbound tourism are engaged in the development of domestic tourism, which is an absolute priority for us. Therefore, in providing financial support, we count on the stability of the market.”
