Hostels in residential buildings will be closed from October

On April 4, the State Duma adopted a law banning hostels in residential buildings with a new date for its entry into force. After meetings with the Federation Council, owners of hostels and mini-hotels are given until October 1 to put things in order or close.

Initially, State Duma deputies voted for the law on March 6, it was supposed to come into force within a few days. But the Federation Council intervened in the matter, which proposed to provide hostels with a delay until January 1, 2020. After almost a month of approvals, the parties stopped for October 1, 2019.

From October 1, hostels in residential apartment buildings in the Russian Federation will be banned if their premises are not officially transferred to non-residential. Transfer to non-residential premises can be on the first floor in an apartment building or on higher floors, if under it - non-residential premises (according to the Housing Code of the Russian Federation). The hostel must have a separate entrance from the street. Now hostels and mini-hotels are located in residential apartments on any floors of apartment buildings.

The authors of the project are sure that they developed the law in the interests and at the request of ordinary residents of apartment buildings, who are faced with the flow of tourists in their entrances. “Our citizens have been waiting for this law for a long time, primarily in large cities,” State Duma Speaker Vyacheslav Volodin said.
