Law signed: since October, hostels in residential buildings are prohibited

Russian President Vladimir Putin has signed a bill banning the placement of hotels and hostels in residential buildings. The document is posted on the official Internet portal of legal information.

The law will enter into force on October 1, 2019.
The authors of the document are deputies headed by the Chairman of the Committee on Housing Policy of the State Duma Galina Khovanskaya. Deputies propose to amend the Housing Code, which will specify that living space in an apartment building can not be used to provide hotel services or temporary accommodation of unauthorized persons.

In explanatory materials to the bill, deputies noted that in general, homeowners have the right to dispose of real estate at their discretion, if their actions do not violate the interests of other persons. The authors of the legislative initiative believe that accommodation in apartment buildings does not meet the requirement, since there are mini-hotels next to ordinary apartments.

In March, the Guild of Small Accommodation Facilities noted that 40% of 400 hostels in Moscow and about 80% of 280 in St. Petersburg are located in residential buildings. Their owners must transfer the premises to the status of non-residential, this is possible provided that they are located on the first floors of houses.
