Children will be accommodated in hotels without a notarized power of attorney from parents

The Russian government has prepared a draft resolution on amendments to the rules for the provision of hotel services to minors.

Notarized powers of attorney from parents of children and adolescents will be replaced by ordinary written ones.

On January 1, 2021, the government decree of November 18, 2020 “On Approval of the Rules for the Provision of Hotel Services” came into force, according to which all minor citizens of Russia can stay in hotels only with the notarized consent of one of the parents.

Observers characterized the norm as excessive, as it led to an increase in the cost of the tour and deprived many children of the opportunity to rest. Ambiguous attitude to innovations in Rostourism.

The participants of the tour market set a goal to reach out to the authorities and correct the situation. Today, we can say that the desired is practically achieved: the draft resolution abolishing notarial powers of attorney, introduced “from above” and it should soon be adopted.

The official portal of legal information published a draft government decree on amendments to the rules for the provision of hotel services to minors.

The draft establishes that the notarized consent of the parents (legal representatives) of the child can be replaced by an ordinary written one.

In the eleventh and twelfth paragraphs of paragraph 18 of the Rules for the provision of hotel services approved by the Decree of the Government of the Russian Federation of November 18, 2020 No. 1853 “On approval of the Rules for the provision of hotel services”, the words “notarized” should be replaced by the word “written”. This regulation is valid until 31 December 2026.”

Representatives of ATOR and the tourism industry consider it an important positive sign that the authorities have heard the comments of the tourism industry. If the existing rules for the provision of hotel services to minors are facilitated, this will have a positive impact on children's holidays. Existing rules lead to an increase in the cost of children's holidays, which causes the refusal to travel.
