Recently, the airline “Victory” was in the center of the scandal because of an incident at the airport of the Russian capital. The famous artist Vasily Lanova was not allowed on the flight Moscow — Rostov-on-Don due to the fact that his hand luggage did not meet the sizes specified in the rules.
Since February 18, the low-cost airline has published updated rules for carrying hand luggage - baggage is allowed on board: weight no more than 10 kg and dimensions 36x30x4 cm.
Allowed to carry items approved by the Federal Aviation Regulations:

Passengers can take advantage of the old rules that allow transportation of any number of baggage items of any type and weight, within the limits of the specified volume - 36x30x27 cm.
In November 2017, new hand luggage regulations came into force.
“Victory” asked to remove from the Federal aviation regulations the list of things that a passenger can take free of charge on the plane in excess of the established allowance for hand luggage. According to the carrier, this list did not take into account the capacity of luggage shelves.
"Victory" did not require to exclude from the list wheelchairs, rollers, walkers, crutches. In August 2018, the Judicial Board for Administrative Affairs of the Supreme Court rejected the claim of the airline, in November the appeal was rejected.
