Chairman of the State Duma of the Russian Federation V. Volodin: “The bill on the introduction of QR codes on transport will be removed from consideration”

The bill on the introduction of QR codes on transport will be withdrawn from consideration. This was reported in his Telegram channel by the Chairman of the State Duma of the Russian Federation Vyacheslav Volodin.

According to him, the decision was made after analyzing the feedback received from citizens of the country.

At 00.10 on December 13, a message appeared on the Telegram channel of the Chairman of the State Duma of Russia Vyacheslav Volodin:

“The bill on the introduction of QR codes on transport will be withdrawn from consideration. President Vladimir Putin at the end of last week stressed that rash decisions are unacceptable. It is necessary to study in the most careful way whether the transport system is ready in order not to restrict the rights of people, to act very carefully, carefully, not to create additional problems for our citizens.

The decision to withdraw from consideration the draft law on the introduction of QR codes on transport is the result of a dialogue between the State Duma and the Government on the basis of taking into account the opinions of regions and citizens’ appeals. Thanks to feedback, the comments were heard.

On Monday, the State Duma Council will discuss the issue of removing this bill from the agenda.

The decision is good news for tourism. The introduction of QR codes on transport could certainly hit the outbound and domestic tourist flow.

The Analytical Service of ATOR noted earlier that the reduction of domestic tourist flow in February-June 2022 may be, depending on the segment and type of tourism, from 35 to 50%, and in outbound tourism - up to 30% in mass destinations.

Tourists themselves reacted to the initiative to introduce QR codes on transport sharply negatively. 74% of tourists will refuse flights and tours if QR codes become mandatory. And 3% of respondents are ready to be vaccinated for travel.

The introduction of QR codes on transport only for the vaccinated would actually nullify inbound tourism to Russia in the perspective of the winter and summer season of 2022.

Experts stressed that the adoption of the draft law on QR codes on transport in the proposed form could deprive the aviation industry of about 60% of passenger traffic and reduce its revenues. In addition, the introduction of mandatory QR codes for air and rail transportation is associated with a number of problems (for example, with foreign airlines).
