Tax free: experiment extended until the end of 2023

The proposal to extend the experiment was previously made by the Ministry of Industry and Trade of the Russian Federation. The ministry noted that “the implementation of the tax free project will fully positively affect the dynamics of trade, primarily of expensive goods, and will increase the share of tourist spending on purchases.”

Amendments to the government decree N105 of February 2018 (regulates the experiment) approved by Prime Minister Mikhail Mishustin on December 1.

The project to compensate foreigners for VAT when exporting goods outside the customs territory of the EAEU has been operating since 2018 and is extended annually.

The experiment is underway in 16 regions of Russia - Moscow, St. Petersburg, Moscow, Leningrad, Kaliningrad, Novgorod, Nizhny Novgorod, Rostov, Volgograd, Samara, Sverdlovsk regions, Krasnodar, Khabarovsk, Primorsky territories, Tatarstan, Mordovian Republic.

In October, the Ministry of Industry and Trade proposed to expand the experiment to the Amur and Irkutsk regions, to the Trans-Baikal and Krasnoyarsk territories, justifying the shift of tourist flow to the border areas with China.
