Debtors in Russia may begin to withdraw foreign passports
The Russian government has announced a draft law that changes the rules for the departure of debtors from the country.
The initiative (1231732-7) provides for the possibility of confiscating foreign passports from citizens who are restricted from traveling abroad for some reason.
According to the draft law, including foreign passports are subject to seizure from persons recognized as non-exit due to their non-execution of court decisions.
The debtor, after fulfilling his obligations, will be able to get back his passport at the migration service.
The initiative gives the authority to withdraw passports to interrogators of the enforcement service.
The draft also introduces an obligation for all bodies that have decided to ban travel abroad in relation to a particular citizen to bring this information to the person. So, "no later than the day following the day of the decision on restriction", the citizen is notified, or he is acquainted with the signature of the decision.
Restrictions are possible if a citizen is a suspect or is brought as an accused - before a decision is made in the case or a court sentence enters into force.
The same applies to convicts for committing a crime - before serving (executing) punishment or until release from punishment.
In addition, the bill establishes legislative grounds for recognizing foreign passports as invalid.
Competent authorities will be empowered to conduct inspections to establish the fact of registration and issuance in violation of the law of the main identity document.
