From November 1, 2026, citizens of Russia to enter MontenegroA visa is required, a change the government made to the visa regime in July. According to the Russian Union of Travel Industry (RST), the cost of a visa will be about 35 euros for an adult and about 17.5 euros for a child under 14 years old.
According to the director of public relations of the tour operator Intourist Daria Domostroeva, after the pandemic, the demand for rest in Montenegro remained low: even with a visa-free regime, the flow of tourists was restrained by the lack of direct flights. The expert predicts that the decrease in tourist flow may become even more noticeable in the coming summer.
The head of the product development department of the tour operator ITM group Lyudmila Blinkova noted that in the past summer season, the interest of Russian tourists to Montenegro was present, but did not reach the level of mass excitement - although the introduction of the visa regime was already known. The choice of travelers was significantly influenced by complex logistics and the lack of direct flights. According to Blinkova, the real picture of demand and the volume of bookings will be able to assess next spring – during the active planning of summer holidays.
