The Air Debashers Act passed
The law on restricting the sale of tickets to airfighters passed the third reading in the state Duma and was approved in the Federation Council. Experts believe that from the adoption of this law, first of all, passengers of “resort” tourist flights will benefit, because most of the brawls happen on them. Legal difficulties for travel agencies should not arise, because the base of “black lists” of hooligans and the way to determine “blocked” people are formed.
The law will be more “preventive” in nature. Lawyers believe that claims from “unallowed” on flights brawlers are unlikely, but it is impossible to completely exclude them, so travel agents are recommended to make the necessary amendments to the documents.
When changes to the Air Code are made, Russian carriers will refuse tourists who are blacklisted for brawling on board. We are talking about articles 6 of article 11.17 of the administrative code (disobedience to the commander of the aircraft), the provisions of articles of the administrative code, 213 (hooliganism) and 2671 (actions that threaten the safe operation of vehicles). The implementation will take place as follows: the commander of the aircraft transmits information to the head of the airline, the corresponding copy of the document will be received by the “enhanced” passenger before he leaves the aircraft. Then the final decision on the restriction of the carriage of brawler will be taken by the head of the carrier on the basis of the recognition by the court of violation of the above articles of the Administrative Code or the Criminal Code of the Russian Federation. The carrier receives a copy of the court decision or verdict that has entered into force and within 30 days may impose a temporary ban on the sale of air tickets to the rowdy.
Tourists will not be allowed on board the airline for a year. Meanwhile, a person can challenge the decision in court, and be allowed on board for special reasons - if he flies to be treated, is an accompanying disabled person, and also if this flight is the only chance to return to his homeland.
Charter and regular flights are not planned to be separated. Experts assess the law positively - on tourist charter flights drunken showdowns happen often. On the flight to Hurghada there was a story with the rampant Sergei Kabalov, after which the problem of blacklists became especially urgent.
