Day of Road Police of Kazakhstan

Description:

Traffic Police Day
Back in 1878, the duties of police officers included the functions of the current traffic police. They were instructed to monitor the condition of roads, bridges, crossings, the integrity of telegraph wires, ensuring safety in winter on roads across rivers, lakes and fields, as well as the safety of boundary signs and the integrity of trees planted along the road, reporting on the observed malfunctions to the station bailiff.

After the October Revolution, more precisely, since 1918, control over traffic was carried out by the workers’ and peasants’ militia. The first normative document “On motor traffic in the city of Moscow and its environs” was issued on July 10, 1920. On November 22, 1922, the “Instruction to a police officer on the procedure for using a red wand with a yellow handle” was approved, which indicated that they should be used in case of “detention of motor vehicles and crews”.

In November 1934, the Central Road Transport Administration decided to organize the State Automobile Inspection. Until March 3, 1936, the Auto Inspectorate remained a departmental body. From that day, the GAI became part of the Main Directorate of the Workers' and Peasants' Militia. And on July 3, 1936, the SNK of the USSR adopted a resolution on the traffic police. This day can rightly be considered the historical birthday of the GAI.

In sovereign Kazakhstan, the first regulation on the traffic police was approved by the Resolution of the Cabinet of Ministers of Kazakhstan on November 23, 1992. This day is considered the birthday of the traffic police of the Republic of Kazakhstan. On January 3, 1996, the State Traffic Inspectorate was renamed the Traffic Police. And it wasn’t just a name change, it changed the priorities. The primary task of modern traffic police is to protect public order, fight crime, protect citizens from criminal encroachments on the roads along with road safety.

Today, the work of a traffic police officer is qualitatively different from what it was 20 years ago: people have changed, relations between them have changed. Now the inspector must know perfectly not only the rules of the road, but also the legislation, the basics of psychology, modern technology, including the computer, and much more.

We can say that today the name of the service has been brought into line with its modern functions. This is evidenced by the fact that the activities of the law enforcement service and the fight against crime did not overshadow the activities of the road police to ensure road safety.
