Airlines can regulate the time of baggage delivery to passengers

The State Duma is considering a bill aimed at regulating the time of baggage issuance by air carriers. If the project is adopted, airlines face fines for more than an hour of delay in baggage delivery.

The bill was introduced by deputies V. L. Pashin, V. V. Kuliyev and A. V. Andreychenko. As they pointed out in the explanatory note, “the existing rules do not contain deadlines for the provision of certain types of services to air passengers, which, as a rule, allows airlines to independently interpret the fact of violation of these terms.”

The bill will set time limits for baggage delivery to air passengers after landing: no more than 60 minutes from the arrival of the ship.

The rule is aimed at protecting the rights of passengers. But market experts say that it will create an additional burden for airlines that are already going through difficult times for economic reasons.

By May 19, 2021, reviews and comments on the bill must be submitted.

The current legislation already provides for a fine for the airline if there was a delay in the delivery of baggage due to its fault.
