Summer 2021: how to issue a ban and consent to travel abroad?

In connection with the return to the tourist market of mass outbound destinations, the Ministry of Foreign Affairs of the Russian Federation recalls the rules for issuing a ban and consent to the departure of a child.

The Consular Department of the Ministry of Foreign Affairs of Russia published a memo on when Russian citizens traveling abroad with children need a ban and consent to leave the child.

A travel ban is a restriction imposed by one of the child’s parents. In the presence of such a ban with a child, no one will be allowed to travel abroad (checked when passing border control).

To issue a ban, a statement of disagreement to leave must be submitted to the migration unit of the Ministry of Internal Affairs at the place of residence of one of the parents or child. Information about the ban is transferred to the border service for control.

Departure consent – a document confirming that both parents or one of them is not against traveling abroad with other people – for example, grandmother, other relatives, coach or unaccompanied.

If the child travels abroad with the mother or father, consent from the second parent is not required. If there is no prohibition, the child can go anywhere with one parent without the consent of the other.

For trips of minors in Russia and abroad without parents, the consent is issued by a notary. From July 1, 2021 (the new law was signed), only one of the parents or legal representatives (guardians, etc.) will have such consent. The state fee is 100 rubles, notary services are paid separately. You may need a translation with legalization.

Consent is made for a specific trip, up to a certain age or for a limited period – for example, for a year or three. At the end of the trip or period, it will cease to operate.

If there is no ban on leaving the second parent, it is not necessary to obtain consent from him.

The ban on leaving applies only to other countries, travel in Russia does not apply.
