The bill on the development of ecotourism prohibits the creation of new housing on the territory of reserves.
Director of the Department of State Policy and Regulation in the Development of Specially Protected Natural Territories of the Ministry of Natural Resources of the Russian Federation Irina Makanova: "Our bill categorically prohibits the creation of new objects of individual housing construction."
The bill introduces a ban on increasing or changing the boundaries of specially allocated areas of economic use of reserves.
The new law for the first time spells out the need to establish rules for the safety of tourism in protected areas.
On February 21, Russian President Vladimir Putin, in a message to the Federal Assembly, asked the State Duma to speed up the consideration of the bill on tourism in specially protected natural territories (PAs). The document was approved in the second reading by the State Duma in early March of this year, and should lay a unified foundation for the legal regulation of tourism and recreational activities in protected areas.
