The President of Russia signed the law on the introduction of the travel tax from 2025
From 2025, a tourist tax will begin to operate in Russia, which will replace the resort fee.
The tax will be introduced and will cease to operate in accordance with the regulatory legal acts of representative bodies of municipalities, and in cities of federal significance (Moscow, St. Petersburg and Sevastopol) - the laws of the constituent entities of the Russian Federation.
Municipalities will be empowered to determine the conditions for tax collection – in matters of services provided, category, seasonality, the scope of benefits, etc.
The law provides for the right of municipalities to gradually increase the annual tourist tax until 2029. The marginal rate for 2025 will be 1%, with each year it will increase by 1%, and by 2029 will be 5%.
The object of taxation is the provision of services for the provision of places for temporary residence in accommodation facilities owned by the taxpayer on the right of ownership or on another legal basis, located on the territory of the municipality (as well as in cities of federal significance Moscow, St. Petersburg and Sevastopol, on the federal territory "Sirius") and included in the register of classified accommodation facilities.
Tax payers will be organizations and individuals providing such services.
