In hotels in Russia will be non-refundable rates
Tourists, booking a room at the hotel, will be able to choose between a refundable and non-refundable rate.
Return booking involves a full refund of the deposited funds in the event of a cancellation of the reservation. The Contractor expects the consumer before the billing hour of the day following the day of the scheduled arrival, after which he has the right to cancel the reservation.
Non-refundable booking provides for the withholding of the paid amount (in whole or in part) in case of cancellation or non-accommodation. The option of choosing a non-refundable reservation is provided before the conclusion of the contract.
In case of non-refundable booking, the contractor waits for the consumer until the arrival of the last day of the paid booking. In special cases confirmed by documents (illness, death of a relative, introduction of emergency regime, conscription), a full refund of payment is possible.
The Ministry of Economic Development has developed changes to legislative acts that allow hotels to enter non-refundable reservations from March 1, 2025. These changes are specified in the draft rules for the provision of hotel services. Non-refundable bookings are entered along with return bookings so that the tourist can choose the appropriate option. A list of cases when a full refund at a non-refundable rate is possible is also determined. It is proposed to introduce a full refund for a return booking without withholding interest.
The Russian Union of Travel Industry supported the initiative, noting that the legalization of non-refundable tariffs will reduce the risks of underload and reduce the cost of a room for the consumer by 10-15%.
