Deputy Prime Minister of the Russian Federation Tatyana Golikova: you can not enter “cove passports”

Deputy Prime Minister of Russia Tatyana Golikova in an interview with the program “News on Saturday” on “Russia 1” (VGTRK) on the question of the possibility of introducing “cove passports” said that “this is the wrong approach ...”.

“I believe we have only one passport. No passports have ever been used for any infections in the world. The only certificate currently in use and approved by the World Health Organization is the international yellow fever certificate.

Golikova recalled that in accordance with the Russian law on immunoprophylaxis of infectious diseases, a certificate is mandatory if a person has been vaccinated.

According to the Deputy Prime Minister, the Committee on Emergency Situations of the International Health Regulations of the WHO last week decided that it is not advisable to introduce documents that limit the movement of people.

“This is important because it determines the status and freedom of movement of the individual. We have already talked about the fact that someone has a withdrawal from vaccination, someone does not want to be vaccinated, someone is just an elderly person and protects his body and also for some reason does not want to be vaccinated. Restrictions of any kind, including those considered by people as coercion”.

Now some states of the European Union have proposed the introduction of certain documents, but, suggested the Deputy Prime Minister, “these are rather documents that would be valid for countries where there are many tourists, and they (these countries) are trying to protect themselves in this way...”

Earlier, the speaker of the Federation Council Valentina Matvienko said that the introduction of “cove passports” is inexpedient, there is no question about it, but the issuance of certificates of vaccination is possible. The head of the Presidential Council for Human Rights Valery Fadeev did not support the introduction of such documents.

The Kremlin said that the discussion on the introduction of the so-called “cove passports” is not over and there is no deadline for resolving the issue.

Earlier, following the results of the annual press conference, Russian President Vladimir Putin instructed the Cabinet of Ministers until January 20 to study the issue of certificates for Russians who have undergone vaccination, their international recognition for leaving Russian citizens abroad.
