For the new museum, it was decided to allocate part of the exhibits stored in the Tobolsk Museum. It was about materials that have the most direct relation to Ostyako-Vogulsk and its surroundings. The main idea of the creators of the museum was to fight illiteracy and lack of education of the local population.

Initially, the exposition of the museum included eight sections, which revealed the political and economic history of the region, its natural wealth, the life of the Khanty and Mansi peoples. The collection is based on the exhibits of the exhibition held for the five-year anniversary of the Ostyak-Vogul district. The methods of obtaining exhibits in the museum were different - they were bought, received as a gift, seized as a result of the nationalization of private collections. Subsequently, the museum began to organize its own research expeditions.
In 1981-1986, a new museum building was built and a new permanent exhibition was created.
