Established by the Decree of the President of the Russian Federation V. On the Day of the Russian Navy, all those who stand guard over the maritime borders of Russia, all those who connect the years of life and service with ensuring the combat readiness of ships and units of the Navy, members of military families, workers and employees of naval institutions and enterprises, veterans of the Great Patriotic War and the Armed Forces, celebrate their professional holiday. " Day of the Russian Navy is a tribute to the honor and glory of military sailors of all generations, their mothers and wives, their loved ones, who withstood the pain of separation and the anguish of expectations. Navy Day is Russia’s memory of naval glory.

In 2009, Russian President Dmitry Medvedev in his festive address dedicated to the Day of the Russian Navy said the following words that clearly characterize the role of the Russian Navy in Russian history and modern realities:

A festive concert dedicated to the Day of the Russian Navy, held on the Zryachev embankment in the city of Severodvinsk in 2009.

For more than three centuries, the navy has reliably guarded Russia’s national interests. In its heroic history there are bright pages of military victories and significant geographical discoveries. And thanks to the courage and courage of many generations of sailors, our country has won the glory of a great naval power. Today, warships under the legendary St. Andrew’s flag successfully perform complex and responsible tasks.[5] He is confident that Russian sailors will continue to “increase the glory of the Russian Navy and continue the rich traditions of their predecessors with dignity.” The annual celebration of the Day of the Russian Navy traditionally begins with the solemn construction of personnel of naval units and the ritual of lifting the St. Andrew’s flag and flags of coloring (signal flags). On this day, military parades and military sports competitions are held in the territories of the Pacific, Northern, Baltic and Black Sea Fleets, as well as the Caspian Flotilla. Some warships hold an “open door day” for civilians. The leadership of the country and the highest ranks of the Russian Navy congratulate their subordinates on this professional holiday, and the most distinguished servicemen are awarded state awards, extraordinary military ranks, memorable gifts, government certificates and gratitude of the command of the Russian fleet. Festive events usually end with festive concerts and salutes. Only on this day, and only in the Black Sea Fleet, sailors had to wear white trousers to the ceremonial uniform.

The holiday was introduced at the suggestion of the then Commissar of the USSR Navy Nikolai Kuznetsov - later Admiral of the Fleet of the Soviet Union (source - memoirs of the admiral himself). Thus, in 2014, the holiday was 75 years old.
