The state Duma will consider the bill on automobile tourism
On December 21, a draft law was submitted to the State Duma that regulates the development of automobile tourism in our country and recognizes it as a priority destination.
The initiator of the bill, Deputy Chairman of the State Duma Committee on Physical Culture, Sports, Tourism, Youth Affairs Sergey Krivonosov said that, despite the mass nature of motor tourism in the Russian Federation, public relations arising in this area are not systematically regulated.
The relevant regulatory legal acts regulating the tourism sector do not enshrine the basic concepts used in auto tourism, at the federal level, no effective measures have been developed and no effective measures are envisaged to create the infrastructure necessary to meet the needs of road users.
The bill provides for measures to create a regulatory framework for the development of automotive tourism, to consolidate its status as a priority direction of development, to create a conceptual framework, to classify objects of automotive tourist service.
The bill proposes to introduce a voluntary classification of campgrounds, one of the main types of accommodation facilities within the automotive tourism industry.
“Also, approaches to placing infrastructure on high-speed roads popular among motorists need to be reviewed. For example, the regulatory requirements for the placement of motels and campsites on the popular tourist routes M-10 "Russia" and M-4 "Don" are one unit per 150 km. These indicators obviously need to be changed, since as a result, some of the roads of the Golden Ring do not belong to the categories "highway (IA)", "high-speed road (IB)", "non-high-speed road (IB)".
Due to the current classification, placement on these routes of motels, campsites, and multifunctional areas of road service is not mandatory. The authors of the document propose to provide the government with the opportunity to establish increased requirements for the provision of certain roads with road service facilities, including multifunctional zones of road service, and a list of services that are provided at these facilities.
The draft law provides for the introduction of new concepts: “auto-tourism”, “camping”, “caravan”, “tourist cluster”, “auto-tourist cluster”, fixes the priority of the development of tourist, auto-tourist clusters through public-private partnership and other mechanisms for attracting extra-budgetary financing, imposes on Rostourism on tourism duties to promote the development of tourist clusters.
Recognition of the status of motor tourism as a priority direction at the federal, regional and municipal levels will help the development of tourism and will attract federal budget funds and private investment.
