The government approved the bill to extend the tax free system throughout Russia
The bill was developed by the Ministry of Industry and Trade: the document provides for the possibility of transition from a pilot project to the spread of the tax free system throughout the Russian Federation.
The government approved the draft law "On Amendments to Part Two of the Tax Code of the Russian Federation regarding the compensation of the amount of tax paid by individuals - citizens of foreign countries as part of the price of goods exported outside the customs territory of the Eurasian Economic Union" and submits it to the State Duma.
The tax free system contributes to the growth of sales of goods, employment in the retail trade, the tourism industry.
The transition to the implementation of the tax free system in Russia without limiting the number of stores and the list of places of their placement is possible subject to the commissioning and debugging of the electronic document management system between retail organizations, individual entrepreneurs, tax free operators, the Federal Customs Service, the Federal Tax Service.
The bill provides for the reduction of the minimum purchase amount from which VAT can be returned to 5 thousand rubles (within the pilot – 10 thousand rubles), and tax compensation for the purchase of excisable goods (alcohol and tobacco).
In countries with successful implementation of the tax free project, it is possible to compensate the amount of tax when purchasing alcohol and tobacco products. In Japan, alcohol is allocated separately to promote their own brands and support local producers.
The reduction of the lower limit of the amount to 5 thousand rubles corresponds to international trends: in most countries, the purchase threshold is from 1 thousand to 5 thousand rubles.
The law should come into force from January 1, 2021, but not earlier than one month from the date of its official publication and not earlier than the 1st day of the next value added tax period.
The pilot tax free project started in Russia on April 10, 2018. First, it was attended by some shops in Moscow (TSUM, GUM), Krasnogorsk, St. Petersburg, Sochi. Then the number of regions of the pilot project increased due to the inclusion of stores in the host cities of the World Cup (Volgograd, Saransk, Rostov-on-Don, Kaliningrad, Kazan, Samara, Nizhny Novgorod, Yekaterinburg), Veliky Novgorod joined.
VAT can be returned from purchases in Russian stores by citizens of foreign countries that are not members of the Eurasian Economic Union. To obtain a deduction, you need to buy goods for one day in the amount of at least 10 thousand rubles, including tax.
VAT refund does not apply to excisable goods (for example, alcohol and tobacco).
