Rosturizm and Rospotrebnadzor allow regions to open any hotels from June 1

Recommendations on the work of accommodation facilities for tourists were agreed by Rospotrebnadzor and Rosturizm.

The industry community took part in the development, and the developed recommendations will affect all accommodation facilities - hotels, hotels, boarding houses, recreation centers, etc.

“We proceed from the fact that starting from June 1, the regions can make decisions on opening all accommodation facilities,” Rosturizm said. The head of the department Zarina Doguzova notes that the recommendations themselves are “balanced taking into account the current situation, and, on the one hand, will ensure a safe holiday for our citizens, and on the other hand, are not excessive for the industry.” “People’s safety is an absolute priority for us, but we are also interested in ensuring that people can have a comfortable and interesting rest.”

Hotels must comply with the above agreed recommendations, then the final decision on opening hotels will be made by the regions themselves.

Rospotrebnadzor also issued recommendations for hotels on food and accommodation of tourists in rooms.

The document published on the website of the Ministry is advisory in nature for hotels, hostels and other places of temporary residence of tourists.

Main recommendations:

  • accommodation in rooms mainly by one or by families,
  • minimizing the accumulation of tourists at the reception,
  • prefer non-cash payment,
  • prefer food for guests in the rooms or on the menu,
  • in the restaurant - at least 2 meters between the tables,
  • in case of detection of a guest with a fever or other signs of SARS, immediately isolate him and inform the doctors.
  • All rooms should have a toilet and a bathroom/shower.
  • There is no mandatory mask or glove regime for guests in the hotel premises and on their territory.

“Of course, in the legal sense, this document is advisory in nature. However, it is naive to believe that the local authorities of Rospotrebnadzor do not have the ability to force the hotel business to implement these recommendations, said Georgy Mokhov, founder of the law firm Persona Grata, business ombudsman for the protection of travel agencies in Moscow.

The expert notes that the government, business, consumers have no life and legal experience, how to get out of the current situation, and the “recommendations” of Rospotrebnadzor should be considered as an experiment, following which mandatory rules for the hotel and tourism industry will be developed.
