Crimea postponed the introduction of the resort fee
Deputies of the State Council of the Republic of Crimea supported changes to the republican law on the introduction of the resort fee. The head of the republic Sergey Aksenov postponed the start of the collection of the resort fee from May 1, 2021 to May 1, 2022.
The introduction of the resort fee in the Crimea was to begin on May 1, 2019. In the experiment, the participation of Alushta, Sudak, Feodosia, Yalta was planned. The fee was approved in the amount of 10 rubles per day. Before the start of the 2019 season, the authorities announced that they were not ready to launch the experiment, and postponed its start to May 2021. Those deadlines are still extended.
The explanatory note notes that the decision is due to the fact that the federal law does not provide for the possibility of the subject of the Russian Federation leaving the experiment on collecting a resort fee. The authorities of the region believe that the introduction of the fee can redistribute the flow of tourists in favor of the “shadow sector”.
Chairman of the Committee on Tourism, Resorts and Sport Alexei Chernyak believes that due to the pandemic, a “complicated socio-economic situation” is developing, and the introduction of “additional payments for tourists at the moment would be more than timely.”
Experts of the travel industry believe that it is unlikely that the Crimea will want to introduce a tourist fee in the 2022 season, since the benefit of the tax is not obvious. According to the expert, tourists are not against paying the tourist tax, but people are annoyed by the time that you need to spend on formalities in the design.
Because of the pandemic, the Altai and Krasnodar Territory have changed the practice of collecting resort fees. In the Altai Territory from July 3, 2020, the fee was canceled; for 2021-2022, the rate was reduced from 50 to 30 rubles per day.
In the Krasnodar Territory, the tax was canceled until the end of 2020. From January 1, 2021, the resort fee will return.
In the Stavropol region in the tax experiment involved sanatoriums and hotel complexes Kislovodsk, Pyatigorsk, Essentukov, Zheleznovodsk. With vacationers collect 50 r. per day.
