European Union explains criteria for opening borders
The EU Council has agreed on a list of countries with which it is possible to resume flights. Russia and the United States are not on the list.
Many factors were taken into account when compiling the list of states: the number of new coronavirus cases, the tendency to stabilize or decline in the incidence, tests, contact tracing, treatment, and the provision of statistics.
For the first list, the number of new coronavirus cases should not exceed the European average per 100,000 people in the last 14 days as of June 15 (approximately 16 people per 100,000 population). In Russia, the number of cases per day according to the EU criteria for the first list was less than 1,650 people.
“The list of countries is drawn up on objective criteria. But the application of these criteria is not carried out mechanically: a qualified assessment of the situation is necessary, the representative of the European Commission said.
The European Commission provides European countries with information for decision-making. “...every two weeks at least, the Council will review the list based on developments” and the absence of any country on the list “does not mean a complete ban on travel of its residents” to EU countries. EU citizens, members of their families and resident families, those whose travel may be considered urgent, may still travel.
The Council of the EU recommended the removal of restrictions on travel to the EU for residents of Algeria, Australia, Canada, Georgia, Japan, Montenegro, Morocco, New Zealand, Rwanda, Serbia, South Korea, Thailand, Tunisia, Uruguay, and for China, subject to reciprocity in the issue of opening borders.
Not all countries are ready to open borders: Hungarian Prime Minister Viktor Orban said that the country will not open borders to countries outside the EU and will make an exception only for Serbia. Belgium adheres to the EU list, but will accept its recommendations on the dates and conditions for lifting the restrictions. Algeria has said it is not ready to restore full communication with the outside world and there is no date for the opening of its external borders.
