Deputy Prime Minister Tatyana Golikova: we propose to open international flights from July 15

The Operational Headquarters for Combating Coronavirus proposed to open international flights from July 15, 2020.

Each direction will be evaluated according to 3 criteria, the opening of borders will be based on the principles of reciprocity. Visitors will be given a negative COVID-19 test.

On July 10, Deputy Prime Minister of the Russian Federation, head of the operational headquarters for the fight against coronavirus Tatyana Golikova announced the beginning of the restoration of international air traffic from July 15, 2020.

The list of countries will be determined on the basis of the developed criteria, the principle of reciprocity and updated every 2 weeks. The Ministry of transport, Rosaviatsiya will inform the government of the Russian Federation on how the negotiations are going (with other countries – approx. ed.). This information will take place once 2 weeks <...> every 2 weeks we will assess the epidemiological situation in countries on the basis of the developed criteria.

The countries with which air traffic will be carried out will have to be evaluated by the following indicators:

The incidence rate of not more than 40 people per 100 thousand population (counted for 14 days);

The average daily increase for 14 days is not more than 1%;

The spread of coronavirus infection is not more than 1.

The main criterion Tatyana Golikova considers the principle of reciprocity – Russia is ready to open borders with those states that will accept Russians.

For renewable flights, it is proposed to introduce COVID-19 surveys instead of a 14-day quarantine for those entering the Russian Federation from foreign countries.

Citizens must have medical documents confirming a negative PCR test result obtained at least three days before arriving in the Russian Federation. A document confirming the release of immunoglobulin G is required.

Russians who will return to Russia will be able to do a PCR test in the host country 72 hours before arrival or within 3 days upon arrival. If the test is positive, the decision on further actions will be made in accordance with the legislation of the Russian Federation.

On outbound flights, it is possible to change the quarantine regime. For citizens coming from countries with a dysfunctional epidemic, a 14-day quarantine may remain. In the absence of a covid test (before its result is obtained), they are in the observatory. If there is a negative test for covid, citizens can proceed to their place of residence.
